How to read this model

This framework organizes CTP’s direction into two linked halves. Ends describe what CTP intends to achieve (Vision, Values, Goals, Objectives). Means describe how CTP will act to achieve them (Mission, Strategies, Tactics, and the Directives — Business Policies and Business Rules — that govern them). Influencers are the internal and external forces that act on both, and are converted into decisions through Influencer Assessments.

Each element carries a reference ID (V, G, O, M, S, T, P) so it can be traced up and down the model. The traceability matrices show how Objectives quantify Goals, Tactics implement Strategies, and Strategies drive toward Goals. This is what turns the model from a set of statements into a testable system: every Objective should trace to a Goal, and every Tactic to a Strategy and an Objective.

The three Means pillars (culture, people, machine)

A practical lens organizes the Means into three layers — culture, people, and machine (the systems and processes). Getting all three right, and roughly in that order, is what lets execution succeed: the right culture and the right people make the systems work, not the reverse. These layers do not replace the Ends spine (Vision → Goals → Objectives); they are a design lens applied to the Means only. Every Strategy and Tactic is tagged with the pillar it primarily builds, so the balance across culture, people, and machine is visible.

The framework makes the two historically under-developed pillars explicit — Culture (S5) and People (S6) — alongside the machine-oriented strategies (S1–S3) and the enablement strategy (S4). Cultural expectations are spelled out as Cultural Operating Principles (CP01–CP11) under Directives, and the team’s non-negotiable Values appear alongside the Vision.
